Showdown over Iraq, U.N. policy shaping up


UNITED NATIONS ( AP ) - A major showdown over new Iraqi sanctions is taking shape in the U.N. Security Council, and the
outcome could have serious consequences for U.S. policy not only in the Middle East but with Russia, France and China as well.

By Saturday, U.N. weapons inspectors must submit to the council a report on whether Iraq has been complying with U.N. orders to
allow the investigators access to sites where Baghdad may be hiding banned weapons.

Last week, the team said the Iraqis blocked inspectors from three sites - two in Baghdad and one north of the city. Chief inspector
Richard Butler has demanded an explanation from Iraq's deputy prime minister, Tariq Aziz.

It was not the first time Iraq has prevented inspectors from sites. But this case is more important than the others because of the potential
for trouble with Russia, China and perhaps the French. All three - along with the United States and Britain - are permanent Security
Council members with veto powers.

The sanctions - in place since Iraq invaded Kuwait in 1990 - are widely unpopular. The French and Russians are anxious to resume
commercial links with Baghdad. China is also ready to do business with the Iraqis.

Arab countries resent that sanctions are usually reserved for wayward Arab regimes - such as Libya and Iraq - when the Americans
refuse to join the council at all in criticizing Israel for its building settlements in the West Bank and Gaza Strip.

Following a standoff with the Iraqis last spring, the United States and Britain submitted a resolution in June asking the council to impose
travel restrictions on Iraqi military and intelligence officers.

The Russians, Chinese and French opposed additional sanctions. Russia's U.N. ambassador, Sergey Lavrov, informed his colleagues he
would veto the Anglo-American resolution.

But President Clinton and Russian President Boris Yeltsin agreed last spring to give Baghdad until the October report to demonstrate
cooperation. The two expressed their ``firm intention'' to impose new sanctions if Baghdad continued its obstructionist ways.

If the U.N. inspectors submit an unfavorable report this week, it would be up to the Clinton Administration and the British to decide
whether to ask the council to consider new measures.

It would then be up to the current council president, Juan Somavia of Chile, to schedule Security Council debate, which could delay a
showdown for several days after the report is submitted.

a U.S. aircraft carrier, to reach the Gulf.

The Pentagon, in announcing last week that the Nimitz was heading to the region, linked the carrier's presence to recent Iranian airstrikes
against opposition groups operating from bases in Iraq. But the carrier could conceivably be used for punitive action against Baghdad.

Privately, Russian diplomats at the United Nations have been urging moderation, telling reporters that despite lapses, Iraq has genuinely
tried to comply with U.N. orders to dismantle banned weapons systems and offer proof to the inspectors.

The Russians noted that although the Iraqis barred inspectors from three sites, they allowed them access to seven.

Rupiah Tumbles as Central Bank Intervenes

The Indonesian rupiah pared its loss after the central bank bought the rupiah to shore up the
currency, traders said. The rupiah was at 3,755 per U.S. dollar, or down 4.2 percent from Friday's
Tokyo close. It regained some ground from its weakest of 3,860 per dollar earlier today and after
plunging as much as 9.3 percent on Friday. The central bank spent about $100 million buying the
rupiah at about 3,800 per dollar, traders said. Bank Indonesia couldn't be reached for comments.

Don't come too close Kitcoites, I'm hot! Won't be responsible for severe burns. A look at the Weekly COPPER chart discloses a gorgeous Rhino, ready for the stalking. Get out your .375 Mashburn Magnums guys n' gals, and follow me through the bush. This Rhino is grazing contentedly at support as we speak. His ears are twitching a bit, but he doesn't sense our presence yet. The daily chart shows that he is ready to undulate into an ungulate trot at any moment. That trot will turn into a gallop in a couple of weeks, and then a stampede if the price gets out of the forming triangle at around 1.17. The call? BUY copper, Today. I can't be any clearer. Be ready to buy more as it crosses 1.17 ( or the downtrend line as defined when price gets to it ) .

Kia Group Refuses Court Receivership, to Seek More Loans

Kia Group said it will reject today's deadline set by creditors to file for court receivership and called
on banks to reschedule its $10 billion debt. The fate of Kia, Korea's eighth- largest industrial group,
will affect the overall economy. Its demise would cut an estimated 1 percentage point off the
country's economic growth rate and drive thousands of subcontractors under. Kia management is
unwilling to hand over the corporate reins to the courts, saying it can rescue the company's finances
if banks provide additional capital. Kia creditors said they will stop providing money to the group
unless management files for court receivership.

Maverick, inflation is all around us. Ignore the bleed'n ( can't use the word I want to in public ) PPI & CPI. Do you think those in power want to see it all evaporate? You think yelling "FIRE!" in a theatre is bad, wait until "INFLATION!" is yelled in the stock market. Checked out the price of a new car lately? Or the price of a new house? The government isn't reporting the inflation, nor is the press investigating it as they have long ago prostituted themselves to the Feds. Speed last night posted the old "switcheroo" Jack in the Box pulled, whereby they made the "small" milk shake now the "medium" milk shake. In my area the "small" drink has simply disappeared - all drink sizes - now you just price three prices - no size. How many of us are taking down the weight, price and date of food stuffs & items we buy so that we can have a "memory" of what is going on? A bag of chips? Bag is same size, but stuff inside becomes less & less. This scam is so old - yet none of us are protesting. You think this is not relevant, but on any given day, for example, 6% - 10% of Americans eat at MacDonalds ( fatty food that it is ) . A ***REAL*** CPI would focus on what we buy & consume on a daily & weekly basis, not bleed'n personal computers.

***Does anyone out here know of an alternative, more honest CPI???****

However, the wild card, I think is mainland China. What do you see in the future for China with your Astrological skills? Spud Master - Re: Inflation. I have lost 2 employees in the last 6 months, they were offered the world. It took me a month to replace them - I had to offer them at least 20% more than I would have two years ago. There were no highly qualified responces to my adds.
A friend of mine at GM said they can not find qualified people. We have a 2.3unemployment rate in this area.
Our current project has all bid areas coming in high by @ least 10%. Mickey D's is paying $7/hr+ in our area.
Inflation is going to appear suddenly like the White House video tapes, I can hear it now
"I didn' know it was there" They will most likely create a war to blame it on. Or some major deflationary event to eliminate it.

To all: If the commodity price index ( ie, Cry0 ) stays up, or rises, we are in good shape for a continued gold rally. Dropping commodity prices are a pretty effective damper on gold. Wonder if other commodities are rising due to demand in China.

This is bottom of the barrel, unskilled, if-you're-breathing-I'll-hire-you labor. When this kind of demand manifests itself at these lowest employment levels ( well, perhaps politicians are a lower level ) what does it say? Surging inflation, and we Americans are not being told of it. As someone else here has said: "It's like a next neighbor owning an elephant but somehow you just never noticed it". Except this thing is a Tyranosaurus rex. HOW did our nation sink into such an excrable state of press/media reporting? Is it as simple as firing skeptical minds, and hiring the *ss-kissers for journalists and reporters? Were is the power of the web to unmask this lie?

... war ... well, I absolutely expect the Clinton administration, the most corrupt in American history ( Nixon & crew are amateurs by comparison ) to engineer a "crisis" of some sort to effect several means of consolidating their grip on power ( electronic funds transfer, martial law, gold confiscation, ban on critiscism of the government ) . Another "sinking of the Maine" type scenario - the end of American freedom ala end of Roman Republic, enter Roman Empire. We'll see if they can pull it off without...

discomfiture of many Wall Street analysts, corporate insiders have
lately lost much of their enthusiasm for stocks.

Indexes that track buying and selling of shares by this key group of
investors stand at some of their lowest levels of recent years. And
although insiders' past performance as market-timers has been spotty
at times, their increased caution is widely viewed as a significant new
question mark overhanging the market outlook.

"Insider sentiment is bearish," observes Claude Amadeo at the
investment firm of Bridgewater Associates in Wilton, Conn. "While
there is not enough history here to make any causality or
leading-indication judgments, it is possible that the current fall in
insider sentiment is foretelling equity market weakness."

The Insiders, a Deerfield Beach, Fla., newsletter, says its "insider
indicator" currently stands at 29 percent, about as low as it has fallen
at any time in the 1990s.

This number measures the amount of open-market purchases, as a
percentage of all purchases and sales, by corporate insiders --
defined as top executives, directors and large shareholders -- in their
own companies' stock.

Observes Amadeo, "Corporate insiders arguably have information
that is not available anywhere else and the most accurate sense of
where their corporations' profits are headed."

Insiders often acquire stock through other channels, such as stock
option plans. So The Insiders deems it bullish when 50 percent or
more of open-market insider activity, which must be publicly disclosed,
is on the buy side. From 30 percent to 50 percent is considered a
neutral range, and below 30 percent a negative sign.

For most of the past six years, The Insiders' index has fluctuated in the
neutral range, with occasional forays into bullish territory. But since
early summer it has dropped steadily from above the top of the neutral
range to just below the bottom of it.

"America's most knowledgeable investors are now in a selling mood,"
says Norman Fosback, The Insiders's editor.

This might be even more ominous than it sounds if past swings in
insider sentiment had proved to be consistently accurate portents of
the ups and downs of the market. But it hasn't always worked out that
way.

Throughout the first three quarters of 1987, for instance, The Insiders's
indicator stayed neutral, giving no warning at all of the crash that drove
the Dow Jones industrial average down 36 percent in less than two
months' time from late August through Oct. 19 of that year.

Although they missed that call, insiders made up for lost time by
turning into aggressive buyers after the crash, correctly signaling a
buying opportunity for stocks. When the 1990 bear market also
reduced stock prices to bargain levels, insiders went on another
buying spree.

By The Insiders's reckoning, corporate insiders haven't spent any
sustained periods on the bearish end of the spectrum since the early
and mid-1980s -- and thus have managed to reap many of the benefits
of one of the great bull markets in financial history.

But as the mighty market advance was getting started, the insiders
were slow to catch on. The Insiders's indicator was solidly bearish for

The proof is in the pudding, ie real inflation adjusted incomes are below 1989 levels. Add the huge consumer debt levels and the skyrocketing bankruptcies and the situation speaks for itself or in legalese Res Ipsa my friends. Recession/deflation then hyperinflation when people lose confidence in the govt to make everything ok ( if that indeed happens given media compliance with Wall St and the Govt ) .

I'm about to plunk down $800 for Borland's JBuilder to convince ( by demonstration ) my lethargic, scaredy-pants management that you can build real-time avionics with Java. Sigh ... my heart is with Ada, though. And Ariane-5, raining down on the Guiana forests in a conflagration of hypergolics & cryogenics. My employer ( or meta-employer ) is offering $2,000 bonuses to it's employees for every new-hire. Trivial, I suppose, compared to the network software crews. Thing is, they can't find *anyone*. Management doesn't realize that the days of middle & upper management paying themseleves millions of dollar salaries is OVER. WE the engineers, have the power to make things happen or not. The paltry handful of young new-hires here that know that we are not fodder for the careers of parasitical managers anymore; we don't have to work 70 hour weeks for a $100 bonus and two days off. Dilbert is prophecy. Atlas will shrug, but quitely. ps - I have a gut feeling that the software industry as a whole is tetering toward disaster - too many languages, too many software systems poorly documented, too little testing, too little design. After years of software maintenance, I honestly believe it is wiser & cheaper to redesign from scratch using modern tools & language than to maintain old systems. Oh, and buy gold ; )

Nonetheless I do think the topping PROCESS began that month and will soon be complete. By contrast my call for a summer bottom in gold seems to have been right on the money.

Mike Sheller: What is your opinion of Sollog? My problem with individuals such as this who claim to predict the future, is that:
i ) It is hard to prove a track record from past predictions, unless all predictions are known.
ii ) Predictions given in riddles ( Sollog's earlier predictions ) are subject to interpretation, and cannot be discounted as false when the suspected date comes.
iii ) An individual who could really predict the future would probably speak in riddles because of the commotion he/she would create!

Another question that comes to mind is whether some of the predictions could actually happen, such as Florida leveled by a 200 mile/hour hurricane. A region of Florida would be more likely, because that has happened before. Mt Lassen being associated with the destruction of Los Angeles sounds highly unlikely, given the distance from Mt Lassen to LA. Is Sollog talking about a Mt Mazama-grade eruption? That might take out several states, as it did many thousands of years ago.
Solog does make fascinating reading!

George - I have the courage of your convictions. I'm not so sure you were wrong about the DOW high in August. The strength in the small caps, IMHO, is an indicator that people and funds are searching for growth companies that might be bear-resistant. I went through 74, 83 in the rust belt and 86 in the oil patch. I came out pretty beat up and have used Gold stocks as a hedge with my interest sensitive business ever since. never heard of software developers doing shift work. As for shortages -
check out Lockheed-Martin in Sunnyvale. I heard they have over 5000
open positions for software engineers! Another weird example is the
Globalstar satelite program. The groundstations for it are being
built at QualComm. They are attempting to DD this groundstation with
newbies - over 50% of the software staff have less then 2 years experience.
One of there senior managers told me that 30% of management's time is
spent interviewing. I know it has been done "Soul of a New Machine",
but this is a big bet $4-5Billion on today's "highly educated" college
grads.

REDevelopement - hard to beat what is going on here in Phoenix lately.
I heard a number something like an 1.5 acres per hour are being deveoped
here in the valley

Colleen: Thanks for the comments on Sollogg! I had guessed that you were also an Astrologer. Astrology and the extrasensory ( non-hard Physics stuff ) is fascinating to me. I know that there is something outside the known Physical world, but it is frustratingly out of my grasp. I also know that individuals who believe that they are here to "save" us may be spouting nonsense! I try to analyze everything with an open mind -- but with Sollogg I find it very difficult. When I get a chance, I will post you the name of a LA Psychiatrist who just wrote an interesting book on her extrasensory skills -- I think she is telling the truth. She couldn't predict the future, but she could find missing items, and sense events when they happened. She apparently worked in the lab of that UCLA woman researcher who was studying ESP and Kirlian photography in the 70's -- the name also escapes me right now.
Right now, I am accumulating and crosscorrelating information, in the hope that all of this will enventually make sense to me.

All - In Jerry Favors latest analysis last Tuesday, he stated: "All counts suggest the current rally will peak this week. However at this point we cannot rule out a move above 8100 before final top this week with a top coming in near October 3 plus or minus 2 days." He has a pretty good record. We'll see how he does this time. For this statement to be correct, the DOW must peak tomorrow.

Investor, not analyst!
So! George Cole is predicting another fall to $330! Good. That sounds like another buying opportunity to me. Now, I'm struggling with whether to risk putting my last 10% ( of the money I've been averaging into the market ) into SA stocks. All that I read points to these being held down relative to US, Canadian, & world golds by investor sentiment[prejudice?]. But when the Bull runs they will go up more, just as they have in previous post-presidential-election years. I don't know, maybe the time is right for USERX? In the end I think it all boils down to a $US versus Rand play, and I think the Rand has fallen enough.

NEW YORK ( AP ) - To the discomfiture of many Wall Street analysts, corporate insiders have lately lost a lot of their enthusiasm for stocks.
Indexes that track buying and selling of shares by this key group of
investors stand at some of their lowest levels of recent years. And although insiders' past performance as market-timers has been spotty at times, their increased caution is widely viewed as a significant new question mark overhanging the market outlook.
"Insider sentiment is bearish," observes Claude Amadeo at the investment
firm of Bridgewater Associates in Wilton, Conn. "While there is not enough history here to make any causality or leading-indication judgments, it is possible that the current fall in insider sentiment is foretelling equity market weakness."

Throughout the first three quarters of 1987, for instance, The Insiders's
indicator stayed neutral, giving no warning at all of the crash that drove the Dow Jones industrial average down 36 per cent in less than two months' time from late August through Oct. 19 of that year.

"This administration is increasingly concerned that Japan's progress in opening its markets has waned," a U.S. trade official

Officials said they were also concerned about the lack of progress in the number of dealerships selling U.S. cars. Since the 1995 agreement, only 132 new dealerships had signed on to sell U.S. cars, while U.S. manufacturers were hoping for at least 200 by the end of 1996.

I've learned a lot from reading his posts. He gives enough information, too so that one can go back and reconstruct his logic using original material, which is a great deal of help for a learner such as myself. And my rumination about putting a percentage of the money I had earmarked for gold investments into SA stocks is a serious one as well. IMHO SA is relatively undervalued. In case you were talking about the cat, and just happened to post after me, sorry, but I didn't want anyone to think I was dissing George.

223 - I think much of the investment community views RSA stocks in the same way as others view options. As panda says, "they are like hot potatoes, you don't want to hang on to them too long." John Disney, is quite confident that the potential political instability is not really a cause for concern. I think most are aware that the JSA stocks are highly leveraged, and will make great % returns in a bull market. However, they want to get in right before the rise, and get out right after, thus minimizing the risk of a political disaster. A good trick if you can do it. I am heavily into RSA stocks. Whether I am being brave and smart or foolish and irresponsible, time will tell. Come on in!

Novice that I am, it occurred to me that if I was a citizen of Indonesia, Thailand, or Malaysia, with the purchasing power of my local currency melting by the hour, placing what savings I had in precious metals would at least conserve the value of my assets. Correct me if I'm wrong, but isn't this precisely what the historical tendencies are for the cultures in the far and mid East?

China has also played a large role over the years in accumulating "hard" assets versus paper. With more disposabler income now after years of big league economic growth, aren't the Chinese in a position of acquiring huge amounts of gold, too?

With their economy in shambles, the Japanese appear to be buying silver with both hands.

I see a picture coming into focus.... Surely the thin precious metals markets are becoming attractive to the inscrutable folks in the East.

WASHINGTON ( Reuter ) - A group of municipal finance officers from New York has asked Sen. Alfonse D'Amato
R-N.Y., to oppose efforts in Congress they say would weaken legal profection from fraud for securities investors.
"We urge you to resist all efforts to interfere with the ability of states to protect their public investors and their citizens," the
104 New York finance officials wrote in an Oct. 3 letter to D'Amato, chairman of the Senate Banking Committee.
The group's letter is related to a bill that will be introduced by two members of his committee Tuesday to ban securities class
actions from migrating to state court.

Today was a really bad day for the "Stuff". And a great day for the financials. I was hoping for some more of a rally but today's pull-back was very bad technically for Silver and Crude. As far as knocking George about the stock market crash, get real. I never put much weight into the stock market crashing so I may thought his call was pushing it, but then again I NEVER expected Silver to go up to where it currently is as I was bearish $0.50 ago. The point is no-one can be correct all the time. All you need to do is make more money when you are correct then when you are wrong!!! George C. is clearly in that group. Don't worry, Gold Bulls will have there day. It simply will not be this year. Perhaps 1998 will be better, but "I" did say that about '97 one full year ago.
For what it is worth I said a couple years ago that EVERY month that the bull market in Gold is delayed, the ultimate high will be $30 higher. I still stand by that statement.

FOCUS--Oil, gold fall back, coffee and soy rise

NEW YORK ( Reuter ) - Oil prices tumbled Monday and gave back much of Friday's sharp gains as military tensions between Iraq and Iran were perceived as less threatening to the Middle East's vast oil supplies.
The sharp retreat in oil was accompanied by a fallbak in gold and silver prices as worries about conflict in the volatile region eased. In other markets, corn and soybean prices rose and coffee prices hit a two-week high.

Precious metals, traditionally a haven for investors in times of international tensions, also fell back on Monday after sharp gains on Friday. Gold for December delivery at the COMEX in New York fell $2.30 an ounce to $334.60 and December silver closed 9.6 cents lower at $5.207 an ounce.

Gold was underpinned by seasonal physical demand for the metal as gifts for the upcoming Dusherra and Diwali harvest festivals in India, a factor which along with a rally in gold mining share prices helped drive gold prices higher the last two weeks.

But analysts were skeptical of any long-term rise for gold. "This rally could last another few weeks depending on how much followthrough buying there is from funds," Merrill Lynch analyst Bill O'Neill said. "But the higher prices go, the more certain we can be that physical demand in Asia and the Middle East and India will fall away.
"Producers should utilize the high prices as wonderful forward selling opportunties," he added.

I used to read almost every post on Kitco, but I have learned to skip certain posters due to reading them is a waste of my time - like I step over cow patties so I don't have to clean my shoes later.

I have also found that this group can be humbling to wise observers.
Either I realize that there are highly successful intelligent posters who have good opinions and information to offer, even if I don't agree; or--
I thank God that I have learned during my life not to be an obnoxious jerk like some others.

I have never seen George blow his own horn and his comments help me make money. That is the real test.

Doug Schott: ( Hope I spelled your name right ) Some of those inscrutable orientals have never lost their interest in gold - in particular, the Chinese. The Chinese civiliation, dating back to at least 3000 BC, has been through several inflationary currency debasement disasters ( and numerous wars ) - hence the ingrained interest in gold whenever they can afford it. You are probably aware that the Indian government is now reluctantly setting up "gold" accounts, because of the importance of gold ( or silver ) to the average Indian. Big Trader's comments -- the accurate ones -- appear to be those of an oriental -- clearly pro-gold. I don't know how the average Indonesian,Philapino ( sp? ) , Malaysian thinks, but as you say they will be changing their minds as soon as they can afford the gold or silver. As I recall the Taiwanese wanted to buy more gold some time ago, but were discouraged by the Americans, I believe. I don't know why the Japanese have so little gold, relative to the "big 7". As Big Trader says, the Western world has lost touch of the hard assets, and is interested only in "paper" money. Eventually the tide will shift back to hard assets

Nader said in an interview that he will convene a conference Nov. 13 and 14 in Washington to discuss "Microsoft and its Global Strategies."
Nader called Microsoft's efforts at expansion "unprecedented." "We need to have a coherent appraisal of the monopolistic techniques they're using," he said. "John D. Rockefeller wanted to dominate oil, but Microsoft wants it all -- you name it -- cable, media, banking, car dealerships."

Nader said speakers at his conference would include himself, Sun Microsystems CEO Scott McNealy, former Federal Trade Commissioner Christine Varney, Silicon Valley antitrust lawyer Gary Reback and Roberta Katz, who is the general counsel for Netscape Communications Inc. Nader said he had also invited Microsoft CEO William Gates and Vice President Al Gore.

However, Nader said that some people were afraid to attend the conference "There's too much fear and intimidation," he said. "A lot of people in the business community are afraid to speak out."

NEW YORK ( Reuter ) - Federal Reserve Bank of Boston President Cathy Minehan on Sunday wed former New York Fed President Gerald E. Corrigan, currently an investment banker, in a private ceremony in Boston,according to sources close to the Fed. Minehan, 50, and Corrigan, 56, were known on Wall Street and within the Fed to have been romantically involved for a
number of years. Their offices declined to comment on the event.

Minehan, 50, joined the New York Fed in 1968 after receiving a Bachelor of Arts Degree in political sciences from the University of Rochester. She later earned a Master's Degree in Business Administration from New York University. She became Assistant Vice President for data processing at the New York Fed in 1979 after spending a year in Washington as assistant secretary to the Board of Governors.

She became New York Fed Senior Vice President for Funds, Securities and Accounts Groups in 1987. In 1991 Minehan was transferred to the Boston Fed, where she held the position of first vice president. In 1994, she was elected Boston Fed president -- one of the few women within the Fed System to reach such a high position. As president of a Fed district bank, Minehan also is a member of the policy-setting Federal Open Market Committee, on which she votes on a rotating basis. Corrigan, like Minehan, joined the New York Fed in 1968. After a stint at the Fed Board in Washington, Corrigan, an economist, became president of the Minneapolis Fed in 1980, a position he held until 1985.

In a highly unusual move within the Fed System, Corrigan moved to the New York Fed, serving as president from 1985 to July 1993.
After leaving the Fed, Corrigan joined Goldman, Sachs & Co., where he currently serves as managing director. He is widely regarded on Wall Street as one of its most influential investment bankers. At the Fed, Corrigan was known to have shared then-Chairman Paul Volcker's strong anti-inflation views. An expert on commercial banking and Wall Street, Corrigan is also said to have advised Fed Chairman Alan Greenspan on the stock market during the 1987 crash and in dealing with trading irregularities at Salomon Brothers in the early 1990s.

Promise Keepers - Wish I could have been there Saturday with all of those men. That was awesome. I have heard many interviews with people who were there, and they were all humbled yet uplifted from the experience. One guy heard a trucker on the bus CB say to other truckers " you aren't going to believe this but there is a solid line of buses from the breezewood exit to DC" Another, who had been at the Million Man March, had walked form one end of the mall to the other and said that "there were many, many many more there" Saturday. That would put the count at about 1.5 mill give or take a few.

SANTIAGO, Chile ( AP-CP ) - Despite efforts to resolve a trade dispute with the United States over salmon exports, Chile's government believes U.S. sanctions are likely, a cabinet minister said Monday.

Chile has hired the Washington law firm that employs former U.S. presidential candidate Bob Dole to handle the case. Dole toured the Chilean salmon producing region near the southern city of Puerto Montt over the weekend to gather information for the defence of Chilean producers. Dole returned to Santiago on Monday and met with Foreign Minister Jose Miguel Insulza. He was to meet President Eduardo Frei today. Dole refused to discuss the case Monday.

MOSCOW -- "Today is a great day, concluding six years' work and concluding the efforts of dozens of highly qualified specialists," Russian First Deputy Prime Minister Anatoly Chubais ( pictured right ) as Russian officials and representatives of the London Club of commercial banks signed a long-awaited agreement on Monday to restructure debts run up to foreign bankers by the former Soviet Union.

The deal involves more than 400 foreign banks holding nearly 30,000 separate Soviet loan agreements -- many the result of banks selling loans to other lenders.

The former Soviet Union accounts for $102.3 billion, including interest arrears, of Russia's $127.4 billion total foreign debt as of this year.

The London Club deal is for approximately $33 billion but varies according to changes in currency exchange rates.

In November last year, Russia made its debut on the Eurobond market with a $1.0 billion issue -- the first time the Russian state issued an international bond since the 1917 Bolshevik revolution

My best quess is that it will do so tomorrow and hopefully when that is accomplished, we can resume the upward trend. ... The Comex December Futures contract has a larger gap to overcome. Needs to go down about $3.00 and change to close that gap. Maybe it will be one of those "quick" spikes down and then up..... Re: El Nino: Forcast for the weather in the San Francisco Bay area is for rain Wednesday night and Thursday with SNOW in the Sierra Mountains in the north. Its unusual to have rain this early. The recent pause in the gold shares allows some of the technical indicators to come off of their extreme positions and thus position gold and gold shares to resume the upward move. .... Hope with BART's action, the dust has settled. : )

Chinese investors
JTF.. regarding Chinese demand for gold. Back in 1993, the gold action was assisted by Chinese buying because their inflation was 20-30% as the yuan was not considered too highly. Today, they have minimum inflation, about 5-8% and therefore don't have much individual demand ( relatively speaking ) because of the strength of the yuan. I don't think Chinese demand will be much of a factor unless they have a financial problem, such as a national bank failure ( not impossible ) .

The devaluations by Thailand, etc, may cause the Chinese to consider a currency adjustment ( devaluation ) for trade purposes, and then gold will be a definite factor to the average citizen.

All: To set the record straight: Unlike Puetz I did not predict an October crash. I did forecast an August peak in the Dow and did argue that an October crash was a real POSSIBILITY.

BTW, with each leg of this bull running about half as long as the previous leg, the next downward lurch should commence around the end of this month. It could be anything from another modest correction to a full fledged crash. My best guess -- a mini crash ( Dow down 1,000 points in a week ) followed by a protracted bear.

It seems that we have been at this juncture before, several times in fact. Just when gold seems about to end its long downward slide, some Central Bank announces dumping a bunch. The shorts get the message an pile on. Why is this time going to be any different? I don't see that things have changed that much. The general stock market is still steaming upwards. The Europeans have until December to get their financial houses in order for the coming of the Euro thereby leaving open the possibility of more Central Bank dishoarding of gold. The dollar is not in a freefall nor are interest rates rising. On the plus side, it would seem that volume is picking up and we have had a nice upmove led by silver. The bottom line, is that we aren't out of the woods yet. I'm starting to move back in on the long end but only slowly and in increments.
